MetroConnects (Metro) is a special purpose district, governed by a seven-member Commission that operates and maintains approximately 1,500 miles of sanitary sewer mains and 23 sewer pump stations within Greenville County, South Carolina. Metro is seeking a successful candidate to fill the available full-time Construction Manager position.
The Construction Manager is responsible for the overall management and quality control of the engineering inspectors. The Construction Manager is also responsible for managing the Annual Maintenance Contracts and developer project inspections. This position reports to the Engineering Director.
Specific Duties and Responsibilities
- Direct, supervise, and manage the activities of the engineering inspectors.
- Manages and oversees the Annual Maintenance Contract, Annual MH Lining Contract, and Annual CIPP Contract. Coordinates and provides updates to the Engineering Director as needed. Assist the Engineering Director with preparing and managing the annual contract budgets.
- Ensures all engineering projects, initiatives, and processes conform with the organization’s established policies and objectives.
- Enforces and assists in updating Metro’s Sanitary Sewer Standards and Procedures Manual.
- As needed, the candidate will conduct pre-construction conference meetings, periodic inspection, testing, and final inspection for Metro and developer projects.
- Reviews submittal information (shop drawings, construction drawings, and as-built/record drawings).
- Tracks and enters project data into Cityworks. Performs quality control of engineering inspector’s reports.
- Reviews construction plans and specifications.
- Provides periodic inspection to ensure compliance with specifications.
- Observes testing performed by consulting engineer and contractor.
- Coordinates with other utilities.
- Assist in the assessment and preparation of Annual Contract repairs.
- Assist in the preparation and receipt of encroachment permits.
- Assists staff in miscellaneous operations and maintenance, or engineering issues.
Minimum Qualification
- Associate degree in civil engineering, Construction Technology, or related field with ten (10) years of experience. Bachelor’s degree preferred.
- Greater than four (4) years of experience in a management position with direct exposure to utility/civil engineering in a wastewater system operation.
- Must possess a valid South Carolina driver’s license.
- Strong verbal and written communication skills.
- Excellent attention to detail and sense of urgency, ability to prioritize with an emphasis on quality and accuracy of work.
- Strong interpersonal, supervisory, and customer service skills required.
- Exceptional analytical and problem-solving abilities.
- Ability to work and interact with departments throughout the organization.
Beneficial Skills and Experience
- Strong working knowledge of AutoCAD, GIS, Cityworks, I/I, MACP, PACP, LACP, and construction administration.
- Wastewater Operator’s License
Compensation
Salary is negotiable based on experience. Metro offers a competitive benefits package including SC Retirement and comprehensive health, dental, and vision insurance. No relocation assistance is provided. A background check and drug screening is a condition of employment. Metro also conducts random drug screening during employment.
